Some knowledge of procedure in necessary to be an effective Member of Parliament or staffer. To assist new Members and staff to get up to speed on procedural issues, the Library of Parliament, in co-operation with the House of Commons, offered some orientation sessions prior to the opening of the 37th Parliament. This is a revised version of a presentation for new Members and staff held on January 24, 2001. Let me begin by outlining the three functions of the House of Commons. The primary function is to participate in the legislative process through the discussion and passage of both government and private Members' bills. Legislation is debated, changes may be proposed and in the end the House decides in favour of or against the measure.
